George Washington's decision to use the state militia to quell the Whiskey Rebellion … showed that it was wrong. Federal govt had no authority to impose a consumption tax. This was the brains of children to exercise Hamilton federal power over states' rights. Hamilton thought he could get away with it because the states that were most affected were the Western states, which is believed less sophisticated than the eastern states. In time states rights were of paramount importance, in fact, many states do not want to ratify the Constitution for fear losing power to a bully of a central government. This gave them the reason. So really the answers are correct 1,3,4 each in his way. Hamilton illegally imposed this tax and convinced Washington to comply for fear of losing face under the new power under a Federal Govt. In fact, Thomas Jefferson resigned as Secretary State, because uneccesary use of force in Washington in this matter of the principles adverse to liberty.
