Beer Sales

What is the difference between a beer and wine and spirits liensce?
I have a curiosity that I live in Kentucky and I was wondering cider may be sold in a shop that is licensed beer sales alone or if you have to have a wine and spirits license to sell cider in Kentucky?
It is not 100% in Kentucky, but I know that usually there is a license for beer and wine, and one for the liquor. Like the other poster said, has much to do with the difference alcohol content of spirits low vs non-alcoholic beer and wine. Cider technically falls into the category of wine. If you have the most licensing models states do (beer and wine being the norm, with an additonal public of spirits), then you are fine to sell cider. Check with the Liquor Control Board of Kentucky (or whatever the specific name of your state regulatory commission). They will have more details. Cheers.
