Best way to start losing that belly fat / beer?

Im currently 25, and I used to be thin and athletic until about 3-4 years. Ive won about 30 pounds in the last five years. Most is due to the beer and eat shit! Anyway, ive heard the only way to really lose my gut and double chin is doing cardio (running, sports, etc.), as weight lifting only really gain muscle mass, same for sit ups and push-ups, correct? I now use once a day for about 20 minutes. Would it be wrong to start running twice a day? I assume probably not. Since Im just starting out, what may be a limit myself to?
