Is it legal for an employer make you pay out of pocket for a uniform before starting work?

I was recently hired as a waiter. On my second day training the owner told me I have to pay for a workshirt, jacket, tie and shirt embroidered before I start working. I asked if he could remove my first paycheck since I'm not currently in an economic position to do so. he said no, and all this out of pocket expense is approximately $ 45. I'm a little uncomfortable about doing this, since the restaurant is not open yet. I also read at www. lol.gov that if an employer requires you to pay for uniform as a condition of employment, then you have to compensate for it in their first paycheck. It also says that if he is paying less than the minimum salary then have to pay for it. My website of the state says it can charge for it since my first paycheck. under federal law it is legal to charge for uniforms under certain conditions, if certain rules. the employer may charge for the uniform, but should provide a uniform and payments can not take your wages below the minimum wage. general can not compel the employer to pay in advance for uniform expenses.
