Alcoholic Proof

Is the alcohol content in alcoholic beverages in the U.S. higher in Europe.?
After heavy alcohol consumption in the U.S. and in Europe I realized that alcohol affects different here than when I took the "same" of alcohol in Europe. For example, the same amount of whiskey into a glass seems to have a stronger effect on me here than in Europe. Is there any evidence that alcoholic drinks here are made with a greater amount of alcohol?
curiously, the question is on the mark …. there are "no name" Spirits in northern Europe that run their drinks in 37.5 percent alcohol instead of 40 …. Why? are cheap …. I guess the water is cheaper than the drink .. On the other hand, if we refer to beer, then the category is varied to meet the question. liquor brand name (ie, Jack Daniels) is running normal force in Europe. but best of all is the fact slivovice or Palenke home in eastern europe … fact plums …. 60-70 %…. murderer!
